In 1910, the Dental Center of Northwest Ohio in Toledo began providing care to children whose families were unable to afford dental care. The center was opened by local dentists who wanted to serve the needs of Toledo-area residents living in poverty. In 1920, the center began also providing care to adults. Recently, the center has been treating approximately 25,000 patients per year, most of whom are covered by Medicaid, which few private practice dentists accept.

With the exception of one study all were retrospective with meta-analysis indicating a mean eruption success of 57.6% (95%CI; 47.8 to 67.0%). However the certainty of the evidence is very low to low.
